A TRUSTEESHIP Over European Possessions [Aust. & N.Z. Cable Assn.] (Received July 30, 8.45 p.m.) HAVANA, July 29. The Conference, at a plenary session, adopted an economic resolution as a first step towards President Roosevelt's cartel, plan, which must be implemented by legislation in the affected nations. It also adopted a United States “Fifth Column” proposal, after which it adjourned. There remains only an open plenary session to-morrow for the signature t»f accords, the adoption of final acts, and speeches outlining th e achievements. . EUROPEAN POSSESSIONS. AMERICAN TRUSTEESHIP TO BE SET UP. (Received July 30, 9,50 p.m.) HAVANA, July 30. At a plenary session, the Pan American Conference unanimously approved a convention providing foi a collective Pan-American trusteeship over the New World possessions of the conquered European nations. In effect, this is an implementing of the Monroe Doctrine. The convention also approved an “Act of Havana,” providing for the interim application of the same principles until the convention has been ratified. argentine reservation. HAVANA, July 30. The Argentine has filed a reservation to the declaration at the Havana Pan-American Conference. This is to the effect that the Malyvinas Islands (Falkland Islands), and other regions are Argentina’s possession, and are not a colony or a possession of a European nation, and therefore they are not affected by the declaration.
