Friendship Pact
FOR MUTUAL PROTECTION.
(Received July 30, 8.20 p.m.). MADRID, July 30. A new agreement of friendship and of non-aggression between Spain and Portugal has been signed in Madrid. At Lisbon Portuguese political circles state that the new agreement is not incompatible with the BritishPortuguese Alliance. The agreement is an additional Protocol to the existing Spanish-Portu-guese friendship and non-aggression treaty, the object of it being to provide for a more effective understanding for the purpose of safeguarding the mutual interests of the two countries “if developments should occur such as would threaten the inviolability of their territories or would imoeril their independence.” Either party may take the initia*
