Japan and Spain NO OIL OR SCRAP METAL ALLOWED. WASHINGTON, July 25. President. Roosevelt has extended th e export licensing system, which is virtually an embargo, to scrap iron, other scrap metal and petroleum. The Japanese bought more than 2,000,000 tons of American scrap metal last year, heavily increasing the purchases in expectation of such an embargo. « . , Th e Maritime Commission has disclosed that it has refused to chart -t ships for the Japanese service, fallowing the policy of keeping American tankers in the Western Hemisphere only. The Maritime Commission and the Treasury have refused also to permit American tankers to cany oil to Spain, claiming that such voyages are too dangerous. It is unofficially suggested that Britain might have threatened action against such tankers, on the grounds that the oil would be transported to Germany from Spain. The Secretary to the Treasury, Mr Morgenthau stated that oil shipments to Spain had been stopped because the cargoes appeared to be destined to Germany and Italy. He added that th e action was not related to reports from London that Britain was trying to prevent oil reaching Germany across Spain.
