REFUSAL TO TAKE OUT LICENSES. (Received December 9, 10.30 p.m.) SYDNEY, December 9. The waterside dispute at Port Kembla was taken a further stage to-day when the local wharfmen refused to take out licenses as required by the Federal Government, and also ignored calls for labour for the steamers Dalfram and Ellaroo. The men are picketing the wharves, but there is no sign of disorder. There is no imme<Mte likelihood of the dispute spreading to the Sydney wharves. The fact that no labour is offering at Port Kembla will greatly inconvenience the local steel works, and also the South Coast collieries.
