IN ROUMANIA A New Cabinet UNDER HEAD OF CHURCH. (Aus. & N.Z. Cable Assn.] BUCHAREST, February 10. The Goga Government has resigned. LONDON, February 10. The “Daily ’telegraph's” Bucharest correspondent says that King Carol . after the acceptance of M. Goga’s resignation, gave an audience to Dr Maniu, the Democratic leader of the National Peasant Party, who had not seen the King since 1932, because Carol broke his promise not to bring back Madame Lupescu. The King saw many other political leaders, indicating his desire to form a Cabinet of concentration. Dr. Maniu, interviewed, said that when his government was formed, it would welcome the close co-opera-tion of Britain, France and the League. Remarkable Cabinet CHURCH HEAD AS PREMIER. BUCHAREST, February 11. Monsignor Miron Cristea, the Patriarch of Roumania, and the head of the Orthodox Church, has agreed to form a Cabinet. It will include seven former Premiers, all of them without portfolios. Military Control OF WHOLE CIVIL ADMINISTRATION. LONDON, February 11. The British United Press correspondent at Bucharest says: A decree has ( been signed, by King Carol and the new Premier, Monsignor Cristea, which places the civil administration throughout Roumania under military control. LONDON PAPER'S COMMENT JEWISH ISSUE. [Aus. & N.Z. Cable Assn.] LONDON, February 10. The Daily Telegraph’s Bucharest correspondent says:—“The recent decision of a juridical commission set up to report on the Racial Decree of January 22, requiring Jews to prove their Roumanian nationality, was that the decree was unconstitutional. This finding dealt the Goga Cabinet a severe blow. The decree violated the constitutional .guarantee for full equality for all citizens, by singling out the Jews for unfavourable treatment, making it possible to denationalise the country’s 750,000. He- i brews. The decree was a pretext for | the immediate explusion of Jews from many professions. Non-Jewish lawyers at Bucharest, Jaisy, and other centres, prevented Jewish counsel from pleading, by beating them and throwing them into the streets. The enginering, medical, and other professions took similar measures. University students seized and severely beat male and female Jewish students, no Jews daring to resume work in the medical, legal, and other faculties. All the Goga Cabinet’s anti-Semitic measures nave been automatically invalidated by the Juridical Committee’s declaration, which is still the subject of censorship. It was the fatal blow to an unpopular minority Fascist dictatorship. King Carol could not maintain a Cabinet against which nine-tenths of the people voted at the last election. Moreover, M. Goga found it hopeless to apply in this backward country, where Jews control 80 per cent, of the commerce, measures which are not feasible even in Germany. France and Czechoslovakia promptly stopped assisting Rumanian rearmament, and threatened to withdraw credits, while Russian, With the prospect of Germany obtaining Rumania’s vast output of oil and grain, withdrew her Minister, M. Ostrovsky, and entered a vigorous protest in connection with the Butenko incident."
