ADVERSE DECREE HELD ILLEGAL. (Received February 10, 7 p.m.) LONDON, February 10. The “Daily Telegraph’s” Bucharest correspondent says: “A judicial commission, whose duty it was to decide whether the Roumanian Cabinet decrees are constitutional, declares that a decree ordering that Jews in Roumania shall prove their Roumanian citizenship, under penalty of denaturalisation, violates the constitution, which does not allow differen-i tial treatment on religious or racial, 'grounds.
