To ‘“Kidnapping” Case CHILD TO BE ADOPTED. [Aust. & N.Z. Cable Assn.] (Received August 8, 7 p.m.) CHICAGO, August 7. The kidnapping of a 21-year-old child ended happily, the Regans agreeing to permanently surrender the child to the Horsts. Formal adoption proceedings are pending. Lydia Regan said that the baby will probably fare well because Mr and Mrs Horst are financially able to take good care of him. The couple who took the child John and Lydia Regan, surrendered the baby to the police. They said the baby was born to Mrs Regan out of wedlock, and the doctor gave him to Mrs Horst without their consent. They searched two years for him, and seized the baby, when Mrs Horst refused to give the baby up. The authorities decided not to prosecute the Regans, and announced that the Court w«jald decide the custody of the child Donald, who, meantime, was placed in an orphanage.
