French Approval PARIS, August 2. The French reply to the British proposals agrees to the resumption of control on the Franco-Spanish frontier, directly there is similar, control on the Portuguese border. Certain belligerent rights should be granted to both sides, when there has been a substantial withdrawal of volunteers, but measures_must be taken to prevent useless extension of war operations on sea. Steps must also be taken to prevent evasion of the nonintervention agreement. CANADIAN NEUTRALITY. OTTAWA. August 2. An Order-in-Council banning enlistment, recruiting, and raising funds for Spain, was declared effective. No munition shipments will be allowed to be sent anywhere, without a permit.
