COBDEN WATER SUPPLY

Costs Question The Borough Engineer (Mr A. J. Fairmaid), reporting to the Council last evening, stated:— Regarding the reticulation of Cobden, the laying of 'the 8-ineh main from the south bank of the Grey River, and thence along Bright Street ha s been completed t 0 its terminus north of Sturge Street,, the total length laid being 4,>000 feet. In addition, 2,200 feet of 4-inch main has to date been laid in Nelson Quay and in Cardwell, Newcastle and Ward Streets. The 6-inch main in Sturge Street is at present in hand. In Cob. den, seven services have been laid from the reticulation system, three in Nelson Quay, two in Newcastle Street and .two in Bright Street. A revised estimate for the Cobden Water Supply will be presented at the next meeting of the Finance. Committee. In view of the fact 'that, due t 0 unforseen circumstances, there will not be sufficient loan money available to cover the cost of laying the ser. vices to the boundary, and that funds for this will have to come from ordinary waterworks revenue, it is suggested, with the concurrence of the Town Clerk, that the' Water Account '•over the water supply operations for the whole of the Borough. This course would much facilitate accountin"- and storekeeping and there, would seem to be little reason why separate accounts should be kept, one for the original area,, and one for Cobden. If ihe accounts must, be kept separately, the allocation of pumping costs cannot be 'other dhan an estimate’, this being quoted as an instance of 'the difficulty in accounting. This . would not, .of course, apply in the interest and sinking fund account for Cobden Water Works Loan, but as from April Ist next, 'the rate levied for the Use of the water will be on a uniform basis throughout and the cost of services is borne by (hat. rate. In the. early stages the services to be laid' m Cobden will be fairlv numerous, but after the reticulation is completed, these will be required at « slower rate, and it will probably be five ycar s at least before the whole of the area is served by the system s» far as domestic sup. ply is concerned.
