British Improvement (British Official Wireless.) RUGBY, September 22. The birth rate, which has been on th e . decline in Britain, shows an increase in returns issued by the Re-gistrar-General for the quarter ended June 30. There were in that period 165,456 births in England and Wales, 1696 more than in th e corresponding quarter last year, which corresponds to the annual rate of 16.6 per thousand. The mortality of babies under one year was equal to 58 per thousand live births.
