COBDEN TOWN BOARD. Air 11. E. Holland. M.P., has received the following- letter (20th April, 1932) from the Minister of Internal Affairs: “ I desire to acknowledge receipt of your letter of th c 16th instant enclosing one received by you from the Town Clerk, Cobden, relative t<> a financial (adjustment between the Cobden Town 'Board and the Grey County Council consequent upon the exclusion of certa n lands from the Cobden Town District. “I have had inquiries made into this matter and I find that there is no power .to amend the Award made upon the constitution of the Town District in 1920 as Section 11. of the Town Boards Act provides that such an Award shall be final. I “Furthermore, there is no power for a Town Board .to enter into an agreement for an adjustment of assets, Rafi Titles, etc., consequent upon an alter,ation of th? boundaries of its district, j “The matter has been noted for con. sideration when an amendment of the Town Boards Act is under review, but j there appears to be little likelihood of such an amendment being promoted for some considerable time. I (i I would, suggest, however as a 'means of overcoming the difficu'ty inso,far as, the present case is concerned, that application he made by th e Board for the inclusion of a clause in the Local Legislation Bill with the object of authorising the Town Boa.d and th? County CouncT to enter into an agreement for a financial adjustment. Tn ! this, collection I attach hereto an ex |tract containing Section 25 of thc Local Legislation Act, .1931, i n which similar provision wa s made in regard to thc Howick Town District. 1 1 ‘lt : s necessary that the proposed legislation should b e confined to thc particular alteration of boundaries which is a t present under consideration as matters of a permanent nature are not included in the Local Legis-. lation Bill. “In conclusion T attach hereto a copy of the Standing Orders relating to the Local Leg’slation Bill and would draw your attention particularly to Section 373 thereof. “I suggest that you advise thc Town Board to proceed along the above lines and .to make a formal application in terms of Section 373 of th e Standing Orders. “It is not proposed to bring down at Local Legislation Bill during the present emergency session nad the matter w 11 therefore be dealt with, during th e next ordinary session of Parliament. ’ ’
