UNPAID RATES
REMOVAL OF PENALTY Christchurch Proposal (Per Press Association). CHRISTCHURCH. March 14. A motion proposing that by combined local bodies, a joint application be made to the Prime Minister for fresh legislation to enable the remission of the penalty for unpaid rates, was before the City Council to-night. The motion wag agreed to, and the Finance Committee was empowered to consider the matter. In the discussion, it was stated the City Council had an overdraft of £170,000 secured by the rates struck, but not yet paid. It wag also made clear that the carrying of the resolution would not empower the Council to remit the penalty. The Mayoi* Mr D. G. Sullivan, said that it would be a mistake for the ratepayers to assume that there was a prospect of an early escape from the penalty. If legislation were passed, the most that they could hope for was a slight extension of the time, and, possibly a provision to give discretionary powers to the Council in cases of hardship.
