TO BE STOPPED Government’s Decision (Per Press Association.) WELLINGTON, December 18. The M.nister of Industries Commerce, Hon. Mr de la Perrelle, announced to-day that the Government had decided to prohibit the issue of al- forms of trad ng stamps and trading g ft coupons after 30th June, 1931. Nece' sary regulations will probably be gazetted’next week. “During the past t.‘w weeks,” said the Minister, “innumerable representations have been made to the Government by organisations of retailers, merchants, manufa turers and traders throughout the Dominion for the suppression of gift coup n schemes in their various forms other than that fyst-em which involves the g anting of a percentage discount based o‘.i cash, or usual credit terms. The Government has carefully considered these representations, and the result of investigations made into the matter showed that the operations of trading stamp companies in New Zealand and the use and extension of ri mewhat s milar gift coupcAi schemes by other trading concerns, are nomic—that in general they serve essential purpose in the distrifesjw of commodities, and that ultimarCTy the cost of such schemes must be borne either w o ly or- in part by the consume:’, thus adding to the cost of ’iving. The Governmc'nt considers it most undes ruble, especially at the present difficult per’od. that these schemes should be permitted to continue. The ordinary discount grant ed for cash or the usual credit terms is not affected by the operations of .he egulations about to be issued. Provision is being made for the redempti n of trading stamp.' and gift coir un.s up to 31st July 1931, wh ch s g‘.ic month after the issue of tradng stamp; and trading gift coupons ,mu t cease. The interests of tne general public in this direction are thus being safeguarded as far as possible, time being granted to enable them to antinue with the collection of stamps or coupons entitling the holders to g fts of various k?ids. At the same t me the interests of trading stamp con panics and traders are also being conserved to a rea onab e degree by reason of their being allowed sufficient time in which to dispose of their stocks of gifts.” The Min ster added that as far back as 1908 the Trading-Stamps Pro--1111/ti n and Discount-Stamps Issue Act was passed for the purpose of prohibiting particular schemes similar to the “universal” coupon scheme. A flaw has been revealed that Act and in order that actio*iW could be taken without waiting until next session, prohibitive regulations are being issued.
