U.S.A. PROPOSAL. For Arms Embargo. 1 (Australian & N.Z. Cable Assn.) (Received Februaiy 11 at 7.30 p.m.) WASHINGTON, February 10. An important joint resolution will shortly b e offered by Senator Cappen. as follows: That the exportation of arms or war materials from the United States to countries violating the Kellogg Pact shall be unlawful, and that. th>e United-States withdraw tho bulk of its support from those of its nationals who give aid and comfori, to any-nation which has permitted a breach of that Treaty; also that the President should enter int 0 negotiations. with bthe r signatories to thq Pact that they too should withdraw protection from their nationals who give aid and comfort to nations violating the Treaty. Senator Capper said there is a “well nigh unanimous public demand taking the next} step for safeguarding international peace.” He added that any nation which provoked or invited war. if unable 44 to buy munitions and supplies from the American people with which to carry on war, then that war will come to a sudden end.”
BIG BRITISH NAVAL CONCENTRATION. IN THE MEDITERRANEAN. MALTA, February 9. The battleship Revenge has joined the British Mediterranean battle fleefy which will, when the Warspite and Malaya have rejoined, after refitting, complete the stupendous strength outlined in Mr Bridgeman’s reconstruc; tion scheme, announced in 1927, increasing the Mediterranean fleet to ten capital ships consisting of five each of the Queen Elizabeth and Royal Sovereign class. EAST hUxtfHC ACCEPTS. MOSCOW, February 9. The Soviet. Poland, Roumania. Esthoiiia and Latvia have signed M. Litvinoff’s protocol, giving immediate effect to the Kellogg Pact between themselves.
