MOSES WANTS RESERVATIONS. (United Service.) (Australian & N.Z. Cable Assn). (Received December 15 at 8 p.m.) WASHINGTON, December 14. A resolution declaring the United States’ rights in respect to the Kellogg Treaty- proposed to be adopted with the ratification of the Pact, was offered to-day by Senator Moses, who believes he has the support of the majority in tho Committee for the resolution. and will ask its adoption at the same time the vote is taken on Monday for the ratification of the Treaty.

The resolution sets out that the Senate declares that in advising and cons'nting t 0 a multilateral treaty, it docs so with the understanding that, first, the Treaty does not impose an obligation on the United States to resort to coercive or punitive measures against any offending nation; second, the Treaty docs not impose limitations on the Monroe Doctrine and the traditional policy of the United States; third, the Treaty docs not impair the right of the United States to defend its territory, possessions, trade, or interests; fourth, the Treaty does not obligate the United States to conditions of any treaty to which the United States is not a party. WASHINGTON. December 14. President Cooildge is of the opinion that the United States Government is ’ n ady to participate in any further deliberation at Geneva of the Preparatory Disarmament Commission on the question of the limitation of anna- ’ meats.
