BELATED JUSTICE.

CONDEMNED MAN. Becomes Insane. PRESS PROTEST AGAINST HEARING OF APPEAL DEFERRED. (Received January 15, at 5.5 p.m.) LONDON, January 14. John Rowlands, one of the three condemned (cabled Dec. 2.) has lost his reason and will be confined to Broadmoor Asylum. There is considerable criticism of the delay o£ thirty-seven days in the hearing of the appeals, which were dismissed on Thursday. This it is stated was due to the intervention of the Xmas holidays. Newspapers declare that it is not in accordance with British justice that there should be such a long delay, and consequent suspense. The other twfo were taken to Cardiff to await execution.
