EMIGRATION.
CUBA’S INVITATION TO LEAGUE. OPPOSED TO LARGE REPRESENTATION. WASHINGTON, November 24. Considerable interest was caused by Cuba’s invitation to the League of Nations to be represented in an advisory capacity at the second International Emigration Conference, at Havana, on March 31, 1928, which ostensibly is part of the general Pan-American Conference. The United States is opposed to large representation at the latter, on the grounds that the subjects scheduled for discussion are restricted to the American Republic. Cuba points out that the Emigration Conference will be represented. United States officials, while not contesting Cuba’s right as a member of the League to invite the co-operation of the League officials, consider the move indicates the renewed trend in Latin America toward more intensive co-o-peration witth the eLague.
