RACE RIVALRY.

AT THE CAPE. Th 2 Flag Dispute. (Australian and NIZ Catilr Assn.) CAPETOWN, June 17. The South African fla" trouble is again acute, owing to tlie failure of the select eoniniitiee to arrive at an agreement on the design for a national flag. The Government is not prepared io amend the hill, and have a referendum on a new design, consisting of a flag’ brought to South Africa by Van Biebeeck in 1652, with a. shield in the centre, embodying the Union Jack and Free State and Transvaal Republican flags in their entirety, with four stars representing the four provinces, the Union Jack to occupy the left hand top corner of the shiehl. The proposal was rejected by the Opposition, because it is against their policy that the Union Jack and Re publican flags must be an integral part of the national flag, and not put on a small badge. . The country again faces an intensive campaign. The Government is still prepared to fly the Union ,Tn"'. officially on four days in the year, representing the Imperial connection. It is understood that the Committor was unable to reach a unanimous decision, and the report will be. sub mitted and carried by the Government majority, proposing a flag on which the Union Jack and the two old Republican Vierklenrs will Im embodied. This will replace the socalled hot-cross bun flag in the original Bill, and will be submitted to a I referendum. Mr Roos, Minister of Justice, ad drossing a Labour meeting, said he be lieved that the Select Flag Committee had been able to devise a scheme which would satisfy the majority of South Africans. Mr Barlow, a leading the same meeting, declared that ‘ if l Labour is defeated at the’next, elections on the Flag vote, and Genera. Smuts is returned tn power, there n.ll be the most terrible industrial up heaval ever known >'i South Afnr i.
