LEAGUE OF NATIONS REPORT. (Rec. July 21. 9.20 p.m.) LONDON. July 20. At a meeting of the Council of the League <-f Nations, Mr Vivianni presented the report of the Armaments Commission, which stated it would be impossible to disarm unless the countries did so universally and simultaneously. which was difficult in the present European situation. The plans proposed J>v Lord Esher and Lord Robert Cecil (cabled on sth July) were still under discussion. Referring to Lord Esher’s proposal, the Commission pointed out that the number of troops had little weight in calculating the si rough of an army, without taking into account th . material available. The. representatives of Italy and Belgium fad agreed that Lord Esher’s plan was useful as a basis of discussion. Lord Cecil’s plan was sympathetically received by Belgium, because it provided for a guarantee and conformed to the spirit of the covenant of , e League. .
