CABINET RESIGNS. PEKING, July 16. The Cabinet has formally resigned prep::'utory to the opening of Parliament, when the President may desire to reconstruct the Ministry. PEKING GOVERNMENT. IN HOT WATER. PEKING, July 16. Three hundred office seekers from provinces disappointed at finding no positions available, wrecked the Foreign Minister’s motor, and stormed the Cabinet buildings. The Minister of Finance was roughly handled, his clothes being torn, and his spectacles broken. SUN YAT SEN’S TROUBLES. CANTON, July 16. Four cruisers have deserted from Dr. Sun Yat Sen’s naval force, the commanders thereof declaring they will remain neutral in his war with Ching Chung Ming. Dr Sun Yat Sen has remaining two cruisers, two destroyers and two transports.
