STILL ANOTHER PROMISE TO GO. TOKIO, July 14. The Japanese Foreign Office has formally announced its decision to withdraw Japan’s forces from the mainland section of the province to Saghalin, east of Siberia, thus clearing Siberia of Japanese, but J: pan will continue to occupy the Russian portion of Saghalin Island, as well as the remainder, pending the N’ikolaievsk question's set t lenient. A Foreign Office official says Japan will remain in occupation of Saghalin indeiinitely, awaiting negotiations, of which the initiative must come from I Moscow. THE MILK IN THE COCOAN UT.
