HAGUE CONFERENCE.
RUSSIANS OFFER TO RECIPROCATE. (Rec. June 27, 9.5 p.m.) THE HAGUE, June 26. The Russian delegation, of eighteen, excepting M. Kraasin and M. Rakovsky, have arrived. Discussing organisation with the conference authorities, M. Litvinoff intimated that the Russians demanded that the Allies should first discuss the credits question and later that of private property and debts could be discussed. If the Allies made concessions to Russia, the Russians would make concessions to the Allies.
