N.S W. TOBY FLAN. (Received June 3 at 5.5 p.m.) SYDNEY, June 3. The present Natumalist N.S.W. Go vernment's family pens’on proposals d( not aim at any endowment of child ren, : s was proposed by the late La hour Government under their Mother hood Endowment Scheme. The prin ciple guiding the present Government in regard to child endowment is that all obligation to support children prim arily belongs to parents. There are however many cases when parenthave large families and comparative!* small earnings. These are um ble pro perly to support their offspring. A bib is being designed to meet these cases
