Definition of a Local Race.— A Race open to horses which have been in one of the Counties of Buller, Inangahua, Westland, or Grey or any West Coast /Borough or Town Board for at least three months, prior to the race U and owned by residents of the said ■ Counties or Boroughs. (A Lessee or Bailee shall not be deemed to own a fiorse within this condition). The Committee to be sole judges 'of whether a horse is qualified or not, and their decision is to be final. The Committee reserve the right to refuse any nomination without giving any explanation. Rule 196.
