A message from Tokyo reports, that the newspaper "Asaiic Shimbun'? asserts that the American naval policy is entirely under tliu. control of naval Bureaucrats, and that some ambitious Americans wish to crush Japan before the latter power increases further. The newspaper "urges the Japanese Government to take the initiative towards an understanding- which; would climinato useless naval competition. The newspaper also invites tho Japanese Government to ascrtain tho United States attitudo towards Japan's acquisition of right and interests in Siberia. ANOTHER MOVE AGAINST JAPAN. IN SOUTHERN STATES. NEW YORK, November 20. . Speaking ftij Austin, .Texres, State Senator Bledsoe announced his intention to intrpduct legislation patterned after the Calif ornian law, designed to prevent Japanese from acquiring ownership of land in Texas. Senator Bledsoe added that negotiations for the establishment of a tfapanese colony in Rio Crano Valley were in progress, and h.e would make every" legal effect to block this undertaking.
