RUSSIA
♦ SETTLEMENT WITH ALLIES DESIRED. CONCESSIONS OFFERED FOR PEACE. STOCKHOLM, December 4 i The former Bolshevik Ambassador at London, M. Litvinoff, in an interview, proposed a settlement as between Russia and the Allies. He had, he said, been empowered to represent Russia if Britain proposed negotiations. He did not know what the Allies wanted from Russia. Russia wanted peace, and was prepared to make concessions on all questions except internal matters. It was impossible for Russia to pay her debts immediately, but a moratorium might be arranged whereby Russia would grant mining and commercial concessions and make its natural resources available. POLES OCCUPY BREST-LITOVSK. (Rec. December 5, 11.30 p.m.) PAHIS, December 4. Polish troops now occupy IjfieffLitovsk.
