October 12 A wireless' message states that the German papers, oemmeriting on the Reichstag peace debate, contend that the nation is unanimous that Hevn von Kuhlmann is the only, possible Chancellor. The Cologne papers consider that Dr. Michaelis should take the hint and retire. The papers add that everything ajt. the present moment depends upon the wav foreign affairs are handled and that Hen* Kuhlmann is a master of such matters.
