TOWN-PLANNING^ 0 DEPUTATION TO, MINISTER. LEGISLATION ASKED FOR. (Per Press Association.) WELLINGTON, August 31. A special committee set up by the Town Planning Leagues' Conference to make recommendation to the Minister of Infernal Affairs in regard to a proposal for town-planning -legislation waited on the Hon. G. W. Russell toOday. The deputation comprised Messrs Pari*, Payne, and Ell M.P. 's, the Hon J. Paul, M.L.C, Mr. S. tiurst-Seager of Christchurch. Mr. said that they were strongly impressed with the South Australian Act and they ventured to -ing before the Minister some of its basic principle's, which they thought applicable to New Zealand. Mr. Hurst'Seager , said that the deputation hoped that the Minister would give favourable consideration to the * question of housing so that proper provision ' might be made for garden suburbs, workers dwellings, etc. ' " . r . The Minister said that he thought that probably there wpuld be no difficulty in making the necessary arrangements for town-planning so far as future extensions were concerned, but the problem affecting the towns in existence was, where, was the money to come from ? The Department . had already been instructed to take steps to prepare general structure of" a Bill for consideration- He was afraid that be could not hold out much hope of the Bill being put upon the Statute Book this -session, but if they could get it printed the; subject could be discussed during ihe recess. 0' At. the back of the oues-. tion lay the subject of financcO Town planning could be done, he thought, if a loan could be floated n.nd a long time "allowed for building-up a sinking fund.O but he dh. not' think that | there was ; the slightest chance, of the State' footing the- bill. - Whatever "was done.. must be done by. n. local body.",. If a poll were taken, many of the. ratepayers would be^ so apathetic that they would be opposed to the scheme, objecting to pay an extra 5s a year in rates. .....If the scheme were formulated „y" a local authority, it wculd be gone through by a Government expert and as a final safeguard approved by the Minister. ... He did riot know whether they should not give a local authority power to borrow Avithout the authority of the ratepayers. He | did' not know whether that would be considered democratic, but he thought that the point might have to be . considered.
