An American Nvta will be sent to the belligerents and' neutrals suggesting timt an early occasion bo sougUt to ask the. belligerents to" state their views of terms upon which -the war .night be concluded, and what arrangements are necessary to guarantee against a renewal of hostilities. The .Note will say: "The President suggests that an early occasion be •ought to call from all nations now at war such an avowal oori r their respective views as to terms upon which the war might be concluded, and the arrangements which would be deemed satisfactory as a guarantee against its renewal."
