FREEDOM OF THE SEAS. AMSTERDAM, December 27. Herr BalliUj in Xinas wishes to the nation through the Vossisch? Zeitung, says: The men who will be called upon to settle the term« of peace will have as their principal task the terminating;, simul ! taneously with the war which has destroyed generations, the arina ment fever at any rate as far as it concerned the welfare of Europe, which will be exhausted for a decade. They must also prevent this sanguinary war being followed by an economic war separating nations. The demand for the freedom of the seas comes once more into prominence. "The seas," he says, "were always free in peace time, but in war time we again found, to our cost, that the strongest fleet rules the seas, hence means must and will be found to guarantee freedom of traffic of the mercantile fleets both in peace and war time."
