The public fright was so great that General Foell issued a long series of orders to the effect that when ten gunshots were fired the trams and trains should be stopped and emptied of their people, who should go to their homes by the shortest routes. All .lights were to be extinguished. Special protective measures were taken in the harbour. When the peril was over public criers would parade the streets with trumpets and drums and give the necessary instructions. A raid lias not occurred, but the people of Hamburg continue panic-stricken and fear to go out after sunset.
