THE NEW ORGANISATION.

APPEAL BY THE GOVERNOR. UNITY AND EFFORT REQUIRED. . WELLINGTON, December 22. The following letter was received from his Excellency the Governor tonight: — "With th c permission of the Imperial authorities, I have been enabled to acceed to the prime Minister's request to become the patron of the Recruiting Board which, has been formed. There is- no doubt that the engagements entered into by the Government of New Zealand with, the Imperial Government will be maintained, and that tfiis Dominion will be able to fulfil all her obligations. The United Kingdom looks to New Zealand to see that the requirements for food supply for Imperial troops and for those of our Allies are maintained, and also that a certain-month-ly quota of reinforcements for. the New "Zealand forces is kept up_. To enable these problems to be coped with efficiently, a Recruiting" Board, assisted by local committees, has been formed. " "We have before us tEe example of Lord Derby's efforts, which have so lately been crowned • : witli . success.

Lord Derby's scheme was based on mutual co-operation, a n d though, as all are aware, there are two trains of thought as to the meffibd of procuring recruits, he asked that everyone should do liis utmost to assist him by placing aside any personal views and criticism, and combine to raise what was required by voluntary efforts. The new scheme here desires to follow Lord Derby's aims, and so keep up a constant flow of recruits, at the same time not withdrawing men from their employment until such time, as their services are required. This is the e&sence of what has been achieved in the Old Country, and if this is carried out we can efficiently perform the dual task which the Mother Country has placed upon us. "May I ask everyone to co-operate and assist the Board in every way possible, and to do this best, may I suggest that we should banish from our vocabulary all terms of an opprobrious nature, and remember that to gain /the best results we "must lead and not drive? If tact and commonsense is shown, there is no one who can suppose that this Dominion, which has made such great sacrificea in the past, and which is ready to make any sacrifice . to maintain her integrity and her freedom, will have airy difficulty in fulfilling all those Imperial obligations which New Zealand has shouldered so "nobly and whole-heartedly. The nation is passing through a period of great trial, but the dawn of victoiy will assuredly come. Let us brace ourselves so that we give all the assistance we ca" to our leaders, and do nothing which lnavl'earten our foes, and so postpone even for a time our final victory." (Signed) Liverpool, Governor and Commander-in-Chief. DUTY OF HOSPITAL BOARDS. WELLINGTON, December 23. Only three of for Hospital Boards in New Zealand are making any serious attempt to do their duty in the fight against consumption,", said Mr. B. ,R. Gardner at to-day's meeting of the Wellington Hospital Board. . "The other Boards are doing practically nothing. They are either passing their consumptive cases into the districts controlled by active Boards, or they are neglecting the sufferers altogether. There is need for more scope to cope with <!he white plague." The tuberculosis Medical Officer reported that he had examined forty-seven "new patients" at the dispensary, and there had been fifty-five attendances of "old patients." Twenty-six , persons have called or telephoned for information. He had paid fourteen visits to patients in their homes in Wellington and one visit to Davis Bay and Petone. and had seen six patients in consultations with medical practitioners. Last month Nurse MacKenzie had pa ; d 105 visits to consumptive cases in Wellington and suburban areas.
