ROME, October 21. Mr. Martin Donohue says that the Russian Consul at Dedeagatch, who has arrived at Bucharest, confirms the -Allies' blockade of the V.Bulgarian and Aegean coasts. The enemy is feverishly fortifying the littoral. The Consul considers that the .appearance of Russian troops in Bulgaria will be the signal for a general revolt by the army and people against Czar Ferdinand. BUCHAREST, October 21. Reports from Sofia state that the city has been put iv a state of defence to resist siege. The neighbouring chain of hills is covered Avith a network of trendies and barbed wire fences constructed by German engineers. There has been a rapid concentration of Bulgarians on the Black Sea coast, close to the Roumanian frontier.,, PARIS, October 21. The Petit Parisien's Athens correspondent states that the Bulgarian invaders .11 Serbia are massacring civilians, burning towns and villages, and mutilating the wounded and prisoners, the Bulgarians have not occupied V ranja, but hold the railway northward of Vranja. A great battle continues. A Bulgarian communique claims' the seizure of an important strategical position at Sultantepeh, on the Stratzin front, and the capture of 2,000 Serbians, with twelve guns and ammunition wagsrons. ROME, October 21. ~~e Kaiser, in a proclamation to the Bulgarian Army, exalts their courage and heroism, and adds that .Bulgaria is destined to become the mistress of the Balkans and reign on the Black Sea, Aegean, and Adriatic. .
