IRRIGATION AREAS. SYDNEY, October 20.— The report of Mr. Carmichael, as Royal Commissioner who inquired into the working of the MuiTumbidge irrigation areas, discloses tlie loss in fifteen Government business undertakings for two years as over £23,000. A large per ceutage of the settlers are lieavily in arrears. He makes a number of suggestions for butter management and recasting the conditions of settlement and a system ol {if} winces which will total over £123.000.
