LONDON, June 11. The Times, in the course of a leader, says that the resignation of Mr. Bryan is much more a personal than apolitical event. It is the result of views peculiarly his own. He is an out and out pacificist. He has a deep conviction of the righteousness and feasibility of substituting conciliation for force in international affairs. He sees his country taking up ,an attitude against Germany which involves her in the risk of war. He therefore feels that he cannot conscientiously be a party to incurring such a liability to the cause nearest his heart.
