METHOD OF ALLOTTING QUOTA

WELLINGTON, June n. The Minister of Defence informed a representative of the of the 'NewZealand Times 1 ' to-day that he had decided to make a change in the methods of allotting quotas to the various districts in connection with the Expeditionary Forces. -.The system pursued so far has been to fix for each district the proportion of men it should sup^ljjijto each' reinforcement, but certain districts have found difficulty in completing 1 their quotas under this arrangement, while other districts have accumulated recruits fasten than they were required, the. result being- delay in getting- the men into camp. Wellington recruits, for example, have been told lately that they must wait a least four months .before begin ing- their period of training at Trentham. "In future we will not call the men up according- to the district quotas, said the Minister. "We will call them up acording to the number regis tered in each district that with tl'e largest number of registrations getting the largest quota. If a district wants :.to be well represented in the successive drafts of reinforcements it must see that its registrations returns are. good. The district with the largest number of registrations will send away tL'e most men." The Minister said that the pi'esent system was not operating fairly, since some districts were hard pressed for nren, while others had men anxious to qro, but prevented from, doing so bemuse there were no places for them The new scheme would enable the district with' a large number of rr-cris-trations to sret its men away withiii reasonable time, and would avoid iho danger of placing an unfair burden on a particular province by allotting it a larger quota than it could meet without undue strain.
