Definition of Local Eaces. — A race open to horses which nave been " one of the Counties of Buller, Inangahua, Westland or Grey, or any West Coast borough for at least three months prior to the race, and owned by residents of the said counties or boroughs. The Committee to be sole judges of whether a Horse is qualified or not. - The Committee reserve the right '{to ' refuse any nomination without giving any explanation.
