LORD LOREBUR.N'S LETTER. (Per- Independent Cable Service) • LONDON, Sept. 1.. The appeal -..-of Lord Loreburn, a former Lord High Chancellor ,on.the Irish question has created a profound, impression in Great 'Britain. •Opinion's are -divided, but the probable result will be to consider the proposal from a party standpoint. In a letter Lord Loreburn said: — "No good, purpose can.be served by ignoring the- certainty that the passage of the Home Rule Bill will be followed by serious rioting in the north of Ireland: . It is extravagance to speak of civil war or to foncy that troops, if called out, will refuse to maintain order. But experience of the pst shows that much disturbance may be expected, and that it wil] be' more widespread and more violent than on any former occasion during our time."
