PREFERENCE TO UNIONISTS.
MELBOURNE, Sept. 22. The Department of Homo Affairs lvas issued a. circular to the heads of Departments stating that "absolute preference must be given to Unionists. -When discharging hands, nonunionists must be discharged firs*. T.he officers must also supply a list of non-unionists employed. In the Federal House, Mr Fisher, in reply to a quest-ion, declared that he was surprised 'that any -anxiety should be
shown regarding" preference to Unionists. It was a straightforward expression of policy and takes the place of the old system of Minis-t-srial favours.
