The- first committee in Conference passed a resolution adopting the declaration in favour of the principle of .obligatory arbitration for the settlement of certain differences, notably those relating to the interpretation ahd applicaion of conventional stipulations between nations. The resolution added that although it "was -not now possible to conclude the Convention, the sense of the discussion had not exceeded the limits of juridical controversy. Forty delegates voted in favour of, the .resolution. The representatives of four Fowers abstained, from, voting.
