L r<l Elgin, at the out.set directed Lord Selborne to take every' available step to prevent the shipment; of 16,000 coolies, for whom importation licenses had been issued. The legal advisers of the Crown concurred in the view that the revocation of the licenses would be ultra vires. The Times expects that a really re-^ pre'entative Transvaal legislature will meet in July. It is stated that Sir W Butler, the chief bearer of instructions to Lord Selborne, understood thab the Government, if returned, propose a reduction in the South African garrison.
