Schoeder, Commodore oE the German fleet at Venezuela, cables that as tha Panther was passing Matacaibo bar she was unexpectedly attacked by the fort of San Carlos and replied, but subsequently desisted owing to the difficulty of navigation. With the view of exacting immediate punishment for the attack, esspecially as the Venezuelan Government proclaimed it, the Victoria and Vineta bombarded and destroyed the fort. Aaother message states that tne blockade preveated the Venezuelans provisioning the island of Losroques. When the cruiser Deruyer visited it is was discovered that 12 men and fi/e women had perished of hunger and thirst.
