In his budget speech Sir W Harcourt resisted the suggested grants to agriculturists and warned the House that the country would not long be able to affird the present increased expenditure. The limit of tolerable . taxation had nearly been reached. In' conclusion he said that it was perhaps the last occasion he would be in a position to utter a warning to the House. The concluding portion of his speech has given rise to much comment, and the meaiiing of the last statement is keenly discussed. ■ A report is mentioned by the Times and creilted In well-informed circles, that Lord Roaebery will retire forthwith. The probate, estate, and succession doty yielded nearly a million more than was obtained ender the old system. Great Britain will accept the guarantee of San Salvador to pay the indemnity due by Nicaragua within a fortnight If the latter confirms the payment. Capetown, May 3.
