The headquarters; are \Qxed at Wellington, and the force is to be divided into the following grades •:— Commissioner, inspectors (first, second, and third class), sergeants-major, sergeant* (first,' second, and third class), and constables (first, second, and third class). It is also divided into preyentative and detactive branches. All applications [for enrolment injthe police must be from men not less^tHn sft 9in in height, who have served at Jieaat a year in the permanent militia, and are of good character. ' They mast , e'hte? as third-class constables. Promotion to the higher grades of-o^nstable wi?l be filled from the grade beloTv,' and sergeants will be selected from those wboae «energy, ; ability, and general fitness qualify theTa for promotion. Seniority, length of s'l'vice, and good conduct will be considered, but although the rule, they will not be the only recommendations for .promotion. Any attempt to exercise Ihflco jce to assist promotion will defeat its own end, and render the offender liable to severe punishment. Promotion may be given for exceptional merit or specially valuable service.
