THE VICTORIA PARLI AMENT.
Melbotjrne, December 18.
The Victorian Parliament was formally prorogued to-iday by his Excellency Sir Henry Loch, who, in his speech on the occasion, stated, that the forthcoming Federal Council marked a distinct ' epoch in the history of the colonies. He expressed the hope thai it would lead to! the establishment of an Australasian, dominion, otherwise its significance would be unimportant. . '
