The steamer Governor Blackwall, with the remains of the late General Scratchley, is expected to arrive here to-morrow, when she will proceed to Melbourne. The Victorian Parliament will probably be prorogued on the 16th December.^,, It is not considered likely that either the Electoral Bill or the reciprocity treaty with Tasmania will be dealt with this session.
