THE RUSSIAN PRESS ON ENGLISH POLICY.

The cynical comments of the Russain Press on English policy are hardly pleasant reading. " The 'spirited,- policy'., says the Golos, " which had long been announced with so much pompousness by the English Government has at length been carried out, after statesmen of St. James's had for three years displayed their energy only in after-dinner speeches. The English ships of war were ordered to pass the Dardanelles with or without the permission of the Porte, and the other naval Powers were invited to take part in this heroic act. But," the Golos goes on to say, " such an ostentatioas display of British power need not deter Russia from pursuing her objects. Russia has taken the initiative in all military and diplomatic operations. This alone compels her enemy to keep on the defensive and to be on his guard. The first act of this initiative was the concealment of the conditions of the armistice ; it left the London Cabinet in complete nncertainty, and enabled us to take pos« sesion of the whole of Bulgaria. The second act will be our entrance into Constantinople ; and Lord. Beaconsfield will then be at his wits' end. In the tragical picture with which the English Cabinet wishes to frighten Russia and the whole of Europe there is a highly comical element. England has obtained just the opposite of what she fought for. By sending her fleet into the Sea of Marmora she tore up the Treaty of Paris — that treaty .to which she clung with such tenacity and which was a sort of dogma of British policy."
