BOROUGH COUNCIL.

The usual meeting of the Borough Council was held last night in the Town Hall. Present : The Mayor, Councillors Hamilton, Kerr, Griffen, Acheson, M'Millan, Eissenhardt, and Dupre. A letter was read from the Provincial Treasurer stating that L3OO was placed to the credit of the Borough Council for land sold within the Borough. — The letter was received. Mrs Burchell applied for a lease to erect verandah. -^-Granted, according to Town Surveyor's specifications. A letter was read from Messrs Arnott and Fitzgerald, acting in accordance with a resolution passed by the Borough Council in May last, that provided the section-holders in Tainui street and Alexander street advanced the money for I the formation of Thompson street, so as co allow access to the back sections, they, the Council, would reimburse the money in six months. The six months having expired, they now requested the Council to repay the money they had advanced. The Mayor was of opinion that the money was to be refunded six. months after the completion of the work, and if there had been any unnecessary delay it rested with the Chairman of the Public Works Committee. Mr Kerr repudiated the accusation of the Mayor, and said the Public Works Committee was at all times anxious to do the business referred to them by the Council, but it was not their duty to interfere with works in progress unless authorised. Messrs Acheson and Dupre supported the view taken by Mr Kerr, and contended that it was the duty of the Town Surveyor to look after these works. Mr Kerr said that the Council agreed by resolution to make the street in six months, and on the petitioners being replied to, Messrs Thompson, Arnott, and others wrote to the Council, stating that they would advance the money and take the Council's bill at six months, and on their letter being considered, it was resolved that no bill be given by the Council, but on condition of the money being advanced, the Council would reimburse six months' after date. Mr Hamilton asked that the original resolution be read, which was to the effect that the money advanced be refunded six months' after date, and he therefore moved that Messrs Arnott and Thompson be paid the amount, which was seconded by Mr M'Millan and carried. Mr Felix Campbell applied for LIOO damages for injuires done to his horse on Mawhera Quay tramway crossing. The Town Surveyor reported that the crossings were in good condition, and it was therefore resolved that the Council repudiate all liability. Mr Homburg's request for^bhe erection of a verandah was granted. ../'' Mr Fitzgerald's letter was referred to the Public Works Committee. The Town Band asked for the use of the Hall two nights per week for practice. The application was granted free of cost. The consideration of a letter from the Central Board of Health referring to the report of Dr Morice as the sanitary state of the town was deferred A letter from the Inspector of Nuisances, on the same subjecb, was referred to the Sanitary Committee. . \ The following reports were received from the Town Surveyor :— " I have the honor to draw your attention to the time the contractors for Tainni, Mackay, Werita, Albert, and a portion of Hospital streets are behind time. It is true the weather has been of the worst description for street work ; but I would recommend that additional labor be put on by the Council when the weather clears up. "This can be done by the 18th clause of the articles of contract. "James O'Neil's contract in Thompson street is also a month behind time; the Council might order on this also." v I have fche honor to draw your attention to the amount of timber stacked on Richmond Quay and other parts of the wharf. It interfere with the mooring of vessels, so that the lines are made fast to the outer part of the wharf, which is very injurious to the structure, though proper mooring piles have been driven for that purpose. "I should like the Council to make an order on the subject." As to the first, it was agreed that the 18th clause referring to the putting on of extra men should be enforced, and with ' regard to the stacking of timber, it was ordered to be removed within 48 hours by the owner, or it would be done at his expense. It vras resolved, on the motion of Mr Dttpre, that tenders be called for remetalling Mawhera Quay. Mr M'Millait called attention to the state of that portion of the Marsden road within the Borough. Mr Hamilton- moved, and Mr M'Milian seconded — " That foothpaths be constructed in Tainui street, and tenders called for the work." — Carried. Mr M'Millan suggested that lampposts be erected in Tainui street between the Wesleyan Church and Fitzgerald's Hotel. Referred to the Public Works Committee, with power to act. Tenders were opened for the maintenance of the Marsden road within the Borough.as follows :— Simpson, L185 10a ; O'Donnell, L 245 ; O'Malley, L 95 ; Elmer, L 126; Keown, Ll6O. Mr O'Malley's tender was accepted. Tenders were opened for driving six stand-pipes as follows : — Rae and Sewell, L6O; M'Gregor and Co., L4B 10s. The lowest tender was accepted. The condition of the footpath between Werita street and Waite street, was referred to the Publio Works Committee, as was also the state of Chapel street with power to aot.
