BOROUGH COUNCIL.

B . —~~ "■ ■ 5 A special meeting of the Borougl p Council was held last night for the pur c pose of finally adopting the bye-laws .witl 3 regard to tonnage and wharfage rates passed at a late meeting. The Mayor anc all the members were -present. The re gulations and bye-laws made by the Council were confirmed. The ordinary meeting was then held. A letter was read from the Town Clerl at the Thames, asking the Council to joii ; in an endeavor to obtain the fees, fines , publicans' licenses, &c, to the Munici , palities. He proposed the formation of i t Municipal League, and asked assistant j .from the Borough Council. Thebuaines i was ordered to stand over until the enc r of the meeting. This was done, arid it Committee it was resolved to take nc further action at present. ; - A letter was read from Mr J. M'Millan as manager for a mining company, offer ing Ll2 per ton for the rails in the possession of the Council. The Town Clerk was ordered to answer that the Council did not intend to part with the rails a1 present. • The Clerk of the Court 'wrote saying that Ll 5s and L 2 5s were payable as fines : . collected this month. On application, the West Coast Pioneei Lodge of Good Templars were allowed th< 3 use of the Town Hall, when it was not re- - quired for Council purposes, at 10s \ pel j night. : j A number of residents in Murray: anc Herbert streets sent in a protest againsi 3 the proposed scheme for the drainage from 1 Strike and Blackmore's brewery, passing s their properties in Tivoli. ; 3 The Town Clerk said that he had noi given official information to the residents 5 in the locality . The difficulty was taking - the drain through private property, ir which case compensation would have tc 3 be paid. Referred to the Public Works Committee. 1 An application from Mr J. McGregor , for the temporary use of a portion of t Boundary street was referred to the Public Works Committee. ' The following reports were read from k the Town Surveyor and adopted : — * " I have the honor to inform you that I [■ have examined the proposed roads in , Chapel street, petitioned for by Mr Greenwood and others, and I ■am of opinion the present road of 12ft forma- ■ tion and Bffc metal can be produced to > Sawyer's Creek, a distance of 12 chains and 25 links, for L 54. The sum which Mr Greenwood and others guarantee, namely, L3O would do the proposed work if it lay over for six weeks until the contractors for Mackay street had finished with Tivoli gravel pits, but in the meantime the gravel would have to come from Marsden road, which entails the extra cost." "I have. the honor to draw your attention to the very unsafe condition of Sawyers' Creek tram way- bridge. The rotten timbers and broken planks render j it quite unsafe for foot traffic, nor do I think it at all safe for tramway purposes. J I spoke to Mr Kilgour on the subject of having it repaired, and that gentleman referred me in a very forcible manner to the Borough Council. If it is the Council's duty to repair it, the sooner done the better ; and if Mr Kilgour has to maintain it, he should be compelled to do so at once. The tramway requires raising for about 100 ft to the north of the bridge to bring it to the level of Marsden road. You will please order on this item also." "I have the honor to report Tivoli bridge is in a very bad state of repair,

and not .capable of sustaining the traffic which it is subjected to. There is L3O down on the loan for it, but it is quite impossible to repair it for that amount. There has been a considerable saving in the loan contracts of the adj fining streets, and I would suggest that a portion of this surplus money be applied to repairing the bridge, and prevent the Borough 1 Council from liability to damages for accidents. lam engaged at present preparing the Cemetery plan and survey, my preliminary plan of laying off the . grounds having been agreed upon by the Cemetery Committee." Mr A cheson brought for ward hisjmotion . for the consideration of deferred business, meaning the letting of the coal wharves in Ricbiitond Quay, but by request it was adjourned until next meeting. The Town Clerk was, ordered to make up a return of all defaulters in re Borough rates up to the end of 1873, showing the defaulters in each year and the amounts* due. Several members stated theif; belief that a large amount of the arrears could still be collected. ••< ■ , -: ; _:-.,, ,-■■■ The Town Clerk read a financial statement, showing that for the month c the Corporation's expenditure was L421 7s 4d; receipts, L2lO Is ; and overdraft at the Bank, L 1247 6s Id. • -• '-' y\. A report from the Town "- Valuator, making several amendments to the annual valuation of town properties, was read, but held over until next meeting. : The other business was unimportant.
