The overdraft of the Bank of New Zealand is to be paid off or reduced to a moderate amount. Before any great public works such as the construction, of largo bridges, or railway extension be contracted, for there shall lie funds in hand from the sale of debentures, or other sources suflicient to ensure the payment of all contracts entered into. That before any great public works as above . mentioned be contracted for, provision be mad&f or the payment in full of all grants winch may appear on the estimates, as voted to Municipalities and Road Boards for, Ihc current year. That steps be taken to ensure the sale during the current year of debentures sufficient to meet the liabilities wliicli be- I come payable during the year. That the expenditure on the West Coast shall be kept within the income derivable therefrom . The .Ministry recognise the necessity of bridging the principal rivers within the Province as soon as 'possible, and with that object in. view, and to provide funds to carry out the large works necessary to develope the "resources of the Province, they are of opinion that the whole of the debentures should be sold at the earliest period consistent with due regard to the interests of the Province. The Ministry desire to carry out the appointment of a Commission similar to that proposed by the late Government, to inquire into the affairs of Westland. They also, consider it desirable, to appoint a Civil Service Commission to inquire and report upon, various departments of the Provincial Government, with a view to retrenchment. After a little sparring th.c. House adjourned to. the. 11th Pecember, to allow time for the re-election of the, members of "the ' Executive.., .
